CRCD was established in 2005 by community leaders who were determined to reverse the negative effects that decades of economic disinvestment, high rates of poverty & unemployment, and low rates of educational attainment were having on children and families in South Los Angeles. The leaders developed a broad mission statement – “to better sustain, coordinate, and improve local planning, development, and community services that address the needs of low-income residents and small businesses in South Los Angeles” – because CRCD believes that a holistic approach is required to improve quality of life for all in South LA.

CRCD developed core service components to reconnect young people in South LA to education, jobs, and community leadership roles, fueling the revitalization of our community as a whole. CRCD provides direct services in tandem with real estate development, economic development services, and other efforts designed improve the long-standing divestment that has challenged South Central for decades. Core service components offered by CRCD are:• Youth Development -- CRCD offers workforce development, leadership, education, and job placement for youth and young adults ages 16-24, based on best practices. Over 300 youth increased their job readiness and education levels with us in 2016.• Support Services -- Ruth’s Place, CRCD’s drop-in center for homeless youth, offers housing resources and helps meet basic needs for young people ages 18-24, and served 342 homeless youth in 2016.• Real Estate and Economic Development -- CRCD develops affordable housing and permanent supportive housing for low-income and vulnerable populations. We provided 313 units of affordable housing in South LA in 2016.• WorkSource Center -- At our City-funded WorkSource Center, CRCD helps local residents find jobs, while also helping businesses recruit workers. CRCD’s WorkSource Center served more than 700 jobseekers in 2016.• Social Enterprise -- CRCD operates a social enterprise, CRCD Enterprises, which is a separate business venture providing employment opportunities for local youth. In 2016, CRCD Enterprises provided jobs for 92 young people who had significant barriers to employment.CRCD targets low income and very low income vulnerable populations in South Los Angeles, with a special focus on Black and Latinx youth ages 16-25. Vernon-Central, zip code 90011, is deeply impacted by concentrated poverty: 58% of households earn under $35,000/year & 31.8% of youth age 18-24 live below poverty.
